are there any usb video class driver developed for linux?

there are no usb video class driver in kernel 2.6. I think it is necessary to develop one in 2.7

Is the video device class a new spec? Previously it seems to have been the case that all device manufacturers developed their own special drivers for video.

The USB video device class was released in late 2003. Some companies have already stated they are going to support it in their products but the move from their proprietary protocols is being slow.
Such a class can boost the spread of cameras, frame-grabbers, etc, as the USB mass storage class did with USB flash drives. There should be a driver for linux.

Cool! This should certainly help make the Linux webcam situation rather more sane. I've used the (infamous) PWC driver for a couple of projects and found it to be very good but I'd much prefer to see a choice of webcams that Just Work(TM).

I guess actually developing the driver might not happen until there's actually such a device available.

I think there are devices available. At least I believe I have one. I bought a FinePix A330. Accessing the images works fine with USB Mass Storage, but for the webcam, the FinePix driver from Frank Zago, which works with lots of other FinePixes, fails with this one. I sent Frank some USB traffic, and he said that this one is different from all the others. In my friend's WindowsXP, I hadn't to install anything - it was handled as "USB video device". So I guess it's one of the first "generic devices"?

There is a JVC camcorder which need not install any driver if plug to a winXP SP2. The video stream is transfered through its usb port as well as 1394 port.

I can confirm that e.g. my Fuji Finepix S5100/S5500 (and probably all finepix cameras which are released after summer 2004) Just Work(TM) under XP. Really waiting linux to catch up.
