However, are you trying to say that he has no right to download a kernel patch made by Red Hat? Maybe you've heard of this GPL thing that everyone's talking about?
To the original poster - either switch to CentOS or download the Source RPM for the relevant kernel from Red Hat. The SRPMs are available to everyone in compliance with the GPL and I believe they will contain all Red Hat patches in their original form.
