HTTP service not working

I have Apache working with the instruction:

Listen :80

I use CARP with 2 servers, both with Apache, 2 servers with different
IP addresses and one shared (for CARP)

CARP is working fine, with on of the servers as master; if I ping to
the virtual_ip_address it responds.

the problem is that if I point the browser to the virtual ip address
it doesn't work, if I make telnet to virtual IP port 80, it says
connection refused

when I nmap to the virtual IP address, it reports that only the port
23 (telnet) is open; but I don't have a telnet service in both servers
sharing the IP address.

I don't know where can I start finding to solve the problem.

Any ideas?
