for now atd-over-fso quits if frameworkd is not running when setting first alarm (was: [SHR-unstable] The date in Dates is incorrect)

The issue is with atd is that atd-over-fso when setting alarm for the
first time expects frameworkd (org.freesmartphone.otimed) to be working
otherwise it quits with an error message. If first alarm was set
successfully than atd-over-fso will survive org.freesmartphone.otimed
restart and even dbus restart.

It should work great in Debian when there are init dependencies. I am
going to *FIX* atd-over-fso (when my time allows) to wait for
org.freesmartphone.otimed when started, then atd-over-fso will look as
not working until frameworkd is up and running. (for example ffalamrs
will say "Could not contact atd daemon, the alarm was not set" until
org.freesmartphone.otimed is started).
