I've tried a few mirrors with the same results - this was the last one  
I tried:

export PKG_PATH=ftp://obsd.cec.mtu.edu/pub/OpenBSD/4.7/packages/i386/

...or as I was trying last as indicated below:
export PKG_PATH=ftp://openbsd.org/pub/OpenBSD/4.7/packages/i386/
