As for 4.6, I have preordered from OpenBSD Europe. No problems at all with relation to the process (apart of translating the "house name" on the shipping address to something that makes sense for non-UK citizens, as only they give names to their houses!). You may try contacting with Mr. Foy by email if the form does not work (the email address is at the bottom of the "contact" page).
