The latter is clear: mknod is blocked even for root while chrooted.
See the kernel sources, /usr/src/sys/kern/vfs_syscalls.c, function
sys_mknod():
        if ((error = suser(p, 0)) != 0)
                return (error);
If you aren't root, forget it
        if (p->p_fd->fd_rdir)
                return (EINVAL);
If you're inside a chroot, fail with error code EINVAL.
