So it looks like the networking part was all right.  Preliminarily I see
some indications that the culprit looks like some problem or (my)
misinterpretation of dhcpd.conf.  I'll have to sleep on it and come back.

I should be able to write up the final result and post it on the web for
 anyone else to try.
