Hi,
just try to use combination of directives of sshd_config (Match & 
ForceCommand) and your own made script-wrapper for systrace...

Something like this:
sshd_config
ForceCommand /path/to/systrace-wrapper

systrace-wrapper:
/bin/systrace -a /usr/libexec/sftp-server
