This is very weird. Try putting the PKG_PATH on the same line as
the pkg_add command:

PKG_PATH=ftp://ftp.it.net.au/mirrors/OpenBSD/4.0/packages/amd64 \
pkg_add -v nano-1.2.5.tgz
