Try Google'ing for "windows xp ipsec openbsd". I used http://www.cs.umd.edu/~mvanopst/xp2obsd.pdf to assist me in configuring my network. I believe that if you are running Windows and not using Windows XP (on the client end), you need to install the commercial PGPNet or another IPsec compatible client.
