That explains all this stuff they put me through to get it involving an
export license.  I can get it for free.  Blah!  I'm going to have to see
what I can do here.

No.  As long as the XP10 is programmed, you just have to use our tool from
the OGP SVN.  Go to www.opengraphics.org and scroll to the bottom of the
page for a link to the repo.  It also appears that there are no headers for
it anyhow.
