Hello,

I have prepared a patch for dynamical changing of limits for SysV semaphores
and message queues via sysctl. It also avoids holding the lock in case of
SysV shared memory reallocation, and replaces the use of malloc with kmem.
Basic integrity tests were done, however careful review or additional
testing would be welcome.
