I just tried to look for calls to do txpower settings in a fresh madwifi cvs 
checkout but could not find any.

The hal interface header hal/ah.h only has a call:
 HAL_BOOL  __ahdecl(*ah_setTxPowerLimit)(struct ath_hal *, u_int32_t); 

This call seems more to do with TPC then output power level control.

Any chance you could point out where the transmit power calls are in the 
kernel.
