As far as I can tell, CONFIG_SCSI_TGT doesn't do anything at all for 
simple setups like yours.  Maybe something else changed that you 
weren't aware of.

For example, if you turn off CONFIG_SCSI_TGT and build the kernel 
again, does everything still work?
