Are you switching from the ipw to the iwl driver?
Care to delete (or remove the entries):
  /etc/udev/rules.d/70-persistent-net.rules
and try with iwl only? It should work then, even when going back to ipw.

A fix for this didn't make it into the 10.3 release, but is in the
upstream udev tree.
