Version numbering can be set for individual files as well as directories in 
VMS. If you don't want multiple versions and don't want to keep purging your
files, set the version number limit to 1. If you don't want to do this
for every file, set the default version limit for your directories to 1.
How difficult can it be? Granted, most people don't know you can do this -
especially those who started out using Unix.  :-)
