UUCP quit working

I'm running with kernel 0.99pl10, Net-2 and getty_ps2.0.7b.
The necessary gcc and lib updates have been made.
The system boots and runs fine.
Telnet in/out is ok.
Serial logins are OK.
Serial dialouts are OK.

HOWEVER, uucico no longer works.      
I'd like to run a traditional HDB environment so passwd shows:
uucp::5:4::/usr/spool/uucppublic:/usr/lib/uucp/uucico

When the login occurs, no "Shere" message ever occurs.
I suspect it has something to do with the changes in get/sethost
but I haven't a clue on what to do or if that is really the problem.
At first I thought it was shadow, but it doesn't seem to make any
difference if shadow is working or not.

Anyone have comments or similar experiences?
