telnet: Unable to connect to remote host: Network is unreachable

I'm trying to get telnet and ftp working on my linux box.  but every time
I try to telnet to localhost(or anyother address) I get the error about
the Network being unreachable.  Somebody told me I had to configure linux
for this but I can't find any docs on how to do this.  If somebody could
point me in the right direction it would be much appreciated.
