Typically an answers-type newsgroup in various UseNet hierarchies is moderated.
The FAQs would be cross-posted there but have their primary posting location 
elsewhere in the same hierarchy, even if it's in the general-discussion group.
The moderator can make other policies about what is appropriate to post but
they will usually have to be periodic postings since the same questions keep
coming up again and again and again...

One problem - if you want to propose a moderated newsgroup, you'd better find
a volunteer to be the moderator before you take the proposal much further.
(I'm not going to volunteer - I already maintain 2 FAQs over in rec.radio.*
as my contribution to UseNet.)
