problems with last(1), finger(1), term(1), shutdown and SLIP question.

On my machine running SLS 0.99pl4, the copies of last, and finger don't
correctly report people's last logins.  last refuses to recognize when
people log out until I reboot the computer, and finger refuses to acknowledge
that people have even logged on unless they are currently logged on.  My
permissions are as follows:
-rw-rw-rw-   1 root     root        60368 Apr  3 02:23 /etc/wtmp
-rw-r--r--   1 root     root        12132 Apr  2 19:26 /usr/adm/lastlog
Also, term's tredir program doesn't free up the ports when term is killed.
I.e. when I redirect the university's NNTP (119) port to my 119, It still
thinks it is hooked up when I kill the term program, and if I try to start 
a new session with term and tredir, it tells me that the port is bound.  The
Sun end of this doesn't make that mistake.  I am running term 0.99.
Thirdly, shutdown doesn't shut down the system or reboot it, and doesn't
take a message as an argument.  reboot and halt however do reboot and halt
the computer, but unfortunately they are not set up for sending messages.
Is there a way to repair my shutdown, or will I have to go in search of
a new copy?
Finally, I have a sort of non-linux question about SLIP:
        If anyone out there gets SLIP access from their university, how is
        it administered (is there a fee, what is the netmask, is it passworded,
        is it from a dialup or a mainframe, is there a registration process,
        etc)  I am trying to lobby my university to allow SLIP access (they
        have the hardware for it), and any information on how other schools
        handle it would be GREATLY appreciated.
