[Q] Advantages of extended file systems

Hallo,
I'm wondering which file system to choose for a new Linux partition (<64MB). 
I have no real need for filenames longer than 30 characters. Are there any 
other reasons, why I should use one of the extended file systems? 
What about speed, fragmentation, overhead, and reliability?
By the way, how do I create a Minix file system with 30 character file names?
