Yes, this is normal.  Note that /etc/rc.net does something like:

hostname `cat /etc/host`

as part of its configuration.  You have to edit /etc/host, or
hardcode the hostname into /etc/rc.net, if you want the hostname
you chose to remain after a reboot.  /etc/hostname simply issues
a system call to the kernel to change the hostname, and is not
supposed to change /etc/host.
