I'm using /etc/default/uugetty which _is_ read because I've set
debugging on.  I *think* the problem is that debugging messages are
redirected to stdout/stderr when the console is not accessible and they
are being echoed by the modem (E1) which confuses uugetty and login. 
I've set E0 to see if suppressing the 'command' echo works.

I got getty_ps from the mirror of tsx-11 at doc.ic.ac.uk recently.
