I agree with most of what you've said, and am working on a similar
project, but there's a couple of problems: time and diskspace.
Organizing such an effort is not exactly easy, and finding someplace
willing to house it almost as difficult - approaching this idea as a
'reorganization' of a current site would run into all sorts of other
problems, since you would almost need to clean house and start from
the ground up to 'do it right', which would temporarily put the site
out of service, effectively.

Just as a little side note, this is a mistake, IMHO.  GNU software
should not be treated as a single collective entity - their scope is
just too wide-ranging.  symlinking all the GNU stuff into one
hierarchy mught not be that bad of an idea, though.
