Two problems. (Elm/Smail/lib/libc.2.2.2, shutdown)

I'm having two problems. The first is a problem with Elm ans Smail3 from
the Mailpak-1.2 archive. Every time I try to run either of them, I
get the message
        /lib/libc.2.2.2
(including the leading tab).
It was suggested that this was due to having a different set of libs
from those with which the binaries were compiled; however, dat ain't
the case here. I compiled them and installed them as per the Readme
files included, and they promptly failed with the same error. (Elm
used to give me errors, but after adding casts and two #ifndefs, it
compiled sans peeps. :-)
I've asked before, and I haven't seen any answers....

Also, shutdown won't work for me anymore. It gives the warning, and just
sits there forever. (It also happens with reboot and halt, on my HD, and when
I boot with the .96 root disk...) I tried doing an fsck -a on my Linux
partitions and rebooting, but that didn't help. This just started after
I installed X (1.1 from banjo, circa 17 July). X froze my system once
to the point that I had to a hard reset, so I did the fsck -a, and everything
seemed OK (everything else worked fine, and I got X working--ah, the
wonders of an STB PowerGraph Ergo 1024 :-)
But...shutdown stopped working. Can someone enlighten me as to why
it suddenly broke?  (Hey, I'm learning! :-) 
The problems are (probably) not related; the mail problems predate
my shutdown problems.

        Northgate SlimCache 
        AMD386DX-33, no 387
        8M RAM, 5M swap
        kernel 0.97-pl1
        GCC 2.2.2 (_not_ 2.2.2d; I'm going to try that ASAP)
        64M Linux partiton (with dedicated 2nd 40M drive; both IDE)
