Among the options on that fdisk program should be an option to change the type of a partition. Try changing it to DOS 16 bit FAT >= (or <=, as the case may be) 32 Mb. If DOS still doesn't like that, *then* delete at least the DOS partition and make that partition with DOS' fdisk.
