mounting msdos partitions

I just got the new Linux 0.97. My hard-disk now has three partitions: one for DOS,
one for Linux, and a swap partition for Linux (60MB, 56MB and 8MB respectively).
I then tried to mount the DOS partition in Linux using a command like:

       mount -t msdos /dev/hda1 /dos

(/dos exists as a subdirectory, /dev/hda1 is the 1st partition on the 1st drive - 
i.e. my DOS partition)

What I got was the following message:

       /dev/hda1 already mounted or /dos busy

Why?????? Can anyone help??
(/dev/hda1 is NOT mounted anywhere and /dos is just a plain empty subdirectory. The
only mounted filesystem currently is the Linux root partition /dev/hda2).
HELP!!!!!!!!!!!!!!!!!!
