I had the same problem with mounting my MS-DOS partition with 0.96c-pl2; I
had /dev/hda1 as DOS and /dev/hda2 as Linux. I tried to mount it, but I
got the device busy message. So I did a df, and guess what? It showed my
_LINUX_ partition was /dev/hda1, and was mounted as the root device! Fdisk
showed that /dev/hda1 was my DOS partition, though...is that weird, or what?

On a related note, with 0.96c-pl2, I repartitioned my drive (hda1's the Linux
partition now), and tried mounting the DOS partiton. It mounted, but said
"no BMap support", and when I tried to do an ls of the directory where the
DOS FS was mounted, it showed nothing and gave some message about doing
something to a directory; df and mount both showed it as mounted, though.
(Dontcha just love all that technobabble? It gave "some message" :-)

Any ideas why it would do that?
