wakeup() works fine even if there aren't any jobs on the queue: this
particular problem is due to there being *bogus* jobs on the queue, as
the wait-queue pointer is never initialized to NULL in 0.98.1. 

The easy fix is just to initialize the wait-queue correctly, or indeed
just get 0.98.3 which does it correctly.  Also, using new versions of
LILO will result in the kernel bss being automatically cleared, and the
problem goes away.
