The SpeedStar 24X is really a completely different card designed around a

But I do believe that all the SpeedStars, including the Stealth, do incorporate
the programmable clock synthesizers.  There may be exceptions.  If so, I'm
sure that more than a few people will append posts stating those exceptions. :)
