    powerpc: Remove unncessary SPE related compiler flag
    
    After testing of various compiler flag combinations by Nate Case it was
    determined that -mabi=no-spe has no impact on the compiler generating
    SPE instructions.  Only -mno-spe and -mspe=no do.
