Responsible-Changed-Why: 
Over to maintainers.  Submitter has determined that rpaulo's MFC
of src/sys/dev/acpica/acpi_cpu.c 1.67 is responsible for causing
6.3-RELEAASE to panic on boot.  He can only test patches for the
next 7-10 days.
